IO(INGO : 국가가 아닌 국제기구)-WGCA설립과정 및 포괄적 공무수행에 대한 공포

국제기구 세계녹색기후기구 IO(INGO)-WGCA설립임원 집행이사회 글로벌 총의장 이우승입니다. 

국제기구 세계녹색기후기구는 영어로는 IO-WGCA (International Organization-World Green Climate Association), 중국어로는 ‘国际组织世界绿色气候机构’입니다.

국제기구 세계녹색기후기구 설립임원 집행이사회 의장단 및 글로벌 총의장 이우승은 다년간의 개도국 전 국토 개발에 대한 자문 경험을 바탕으로 직접 설계한 ‘IO-WGCA 기후환경헌법’을 국제기구로 등록하기 위하여 2012년 당시 대한민국에서 전국을 순회하며 타당성에 대한 브리핑을 하였고, 초대 TF위원장으로서 대한민국, 캐나다, 러시아, 미국, 호주, 오세아니아연방 피지, 중국, 일본 등지에서 202개 단체 대표 등을 발기인으로 참여시켜 TF 위원회를 결성하게 되었습니다.

국제기구세계녹색기후기구 ‘기후환경헌법’은 이 지구와, 우주 유.무기체의 보존을 위하여 2000년부터 IO-WGCA 기후환경헌법과 부록 규정 등 협동조합법을 활용한 기후환경 선물거래소부터 설계하기 시작하였으며, 국제표준녹색검증을 통하여 ‘국제표준녹색인증된 제도’를 ‘국제표준탄소배출권분류코드’가 포함된 ‘국제표준녹색분류코드’로 정리하였고, 이를 활용한 각 분야 별 기후환경거래소 운영 등 국제표준녹색공무 수행에 대한 당위성을 위해 이미 전 세계적으로 적용된 국제법령, 협동조합법, 국제녹색경제 및 WTO관련 법, 각 국가 별 적용되고 있는 법령, 유엔 국제법 이사회에서 비준되어 운영된 국제법, 과 ICC관련국제법, 특허법, FTA, APOSTILLE, NCNDA IMF PA 등 국제법 전 분야를 조사하여 국제녹색실천 책무에 해당한 범위의 국제법 등을 포괄적 범위로 포함시켰습니다.

이와같이 국제기구세계녹색기후기구(IO-WGCA)는 (IO-WGCA) 기후환경 헌법’을 근거로 하여 오세아니아연방, 아프리카연방, 유럽 연합, 남미, 북미, 아시아 지역 등 대륙 별로 기탁, 등록하기 위하여 우선, ‘녹색기후기구 INGO-GCA’ 이름으로 2012년 당시 TF디자인위원장 김성민을 통해 요청하여 디자인되어 대한민국에서부터 녹색기후기구 전 분야 인증 마크를 걸고 TF위원회의 공식적인 임시 등록 업무가 시작되었습니다.

국제기구세계녹색기후기구(IO-WGCA)는 (IO-WGCA) 기후환경헌법’을 근거로 하여 오세아니아연방, 아프리카연방, 유럽 연합, 남미, 북미, 아시아 지역 등 대륙 별로 기탁, 등록하기 위하여 우선, ‘녹색기후기구 INGO-GCA’ 이름으로 2012년 당시 TF디자인위원장 김성민을 통해 요청하여 디자인되어 대한민국에서부터 녹색기후기구 전 분야 인증 마크를 걸고 TF위원회의 공식적인 임시 등록 업무가 시작하였습니다.

이를 위해 TF 위원장 이우승은 대한민국에서 회의록 01호부터 작성하고 결의하고 국제표준녹색인증 ISGC 전 분야에 대하여 국가, 지방정부, 기업, 국민, 이 지구와 우주까지 적용하기 위해 설계된 기후환경헌법 목적사업 실천 분야에 국제표준을 적용하기 위하여 지금은 고인이 되신 발기인이 보유하고 있던 국제법과 WTO법을 근거로 한 학술 등이 인용되어 분류 코드까지 나온 녹색 기술 등을 국제 표준의 예시로 첨부하여 서울중앙 검찰청 소속 공증사무실에서 공증 후, 국제기구 등록을 위한 국제협약과 헌법 기탁을 위해 해당문서부터 피지로 발송한 후 TF디자인위원장 김성민에게 명함, 깃발, 명패 등을 지원을 받아 TF위원장 이우승과 캐나다 TF 위원 폴 훈 정이 2013년 초 인천공항에서 피지로 지체 없이 출발하였습니다.

피지로 간 TF위원들은 현지인들을 만나 오세아니아 멜라네시아연방 원주민기관 대표와 14부족 토지 관청장을 대표로 선정하고 당시 4개 정부 사무실이 한 곳에 있는 피지에서 개발 환경부 장관이 포함된 연방 4개국 개발환경부 국가대표단들과 함께 ‘IO(INGO)-WGCA 기후환경헌법’에서 요약한 ‘녹색기후기구 INGO-GCA’ 헌법을 기탁하기 위한 협의 후 대표단과 멜라네시아 정부 대표단 등과 국제협약을 체결하였습니다.

(회의록 07)호는 당시 준 계엄령 상태로 삼엄한 분위기였던 피지에서 GCA 발기인 대표단인 현지인들에 의하여 작성되었으며, 첨부 문서는 G20과 G77 그리고 섬나라, 빈국, 속령, 속국(강대국 속령포함) 등이 있는 오세아니아 멜라네시아 연방의 특성을 고려하였으며, 전 세계 360개국 등 이 지구와 우주 유기체, 무기체와 멀티버스(Multiverse), 메타버스(Metaverse), 중성 미자론 등의 범위까지 요약된 기후환경 헌법과 대한민국에서 설계한 중요한 모든 문서 등을 포함하고 있습니다.

 대한민국은 국제기구나 국가 간 협의체나 외국에서 대한민국으로 들어 오는 모든 법인에 대하여 입법부, 사법부, 행정부의 법률적 근거와 1992년 입법화된 유엔헌장을 근거로 한 법률에 의하여 등록할 당시 목적 사업 외 불법행위는 모두 범죄로 정의되며 범죄처벌에 관한 속지주의, 속인주의에 따라 자국법 적용 범위에서 적용될 수 밖에 없기때문에 외교 면제를 받아야 등록할 수 있다는 환경부 법제규제개혁실의 내부 심사에 따라 대한민국 민법 제32조로 기탁, 등록, 허가 받아 운영할 수 있도록 되어 있으며, 대한민국은 사단법인의 경우 중앙정부에서 허가받든 지방정부에서 허가받든 해당지역 외 1곳만 적용 받을 수 있도록 지방자치제가 운영되고 있습니다.

이와 같이 국제협약된 문서 및 (회의록 7호)를 근거로 한국 TF 위원장인 이우승이 오세아니아 연방 멜라네시아 집행이사회 영구 의장으로 만장 일치 추대되어 피지에서 승인되었고, GCA대표는 멜라네시아 피지 로펌 대표, 국제협약 대표단은 오세아니아 멜라네시아 연방 원주민 기관 대표와 14부족 토지관청 대표, 개발 환경부 국가 대표단으로 구성되었으며 최종적으로 당시 G77의장단 대표인 피지 수상의 협력을 통하여 14부족 대표와 그 아들을 대리인으로 기탁, 수탁 등록 완료하였고, 동시에 대한민국에서도 대구, 광주, 부산, 충청권 등 국제 및 외국기관과 국가 간 협의체를 포함한 사단법인 등록을 위한 준비를 진행하였습니다.

또한, 국제기구세계녹색기후기구 기후환경헌법과 부록, 운영 방침 등이 규정된 ‘IO-WGCA IGC 규범 1~1100’에 따라 국제표준녹색검증 방법, 국제표준 탄소배출권분류코드가 포함된 국제표준녹색분류코드 등을 기준으로 탄소배출권 유관기관 등각 해당분야 별 본부 및 CCGI, GGG 등 합작 법인을 중앙정부 허가를 받아 중국 35개 행정구역 별로 등록하고 있습니다.

대한민국은 국제기구(INGO 정부가 아닌 국제기구)든 국가간 협의체NGO든 외국에서 대한민국으로 들어 오는 모든 법인에 대해서 입법부, 사법부, 행정부,의 법률적 근거와 1992년 입법화된 유엔 헌장을 근거로 한 법률에 의하여 등록할 당시 목적 사업 외 불법 행위는 모두 범죄로 정의되며 범죄 처벌에 관한 속지주의, 속인주의에 따라 자국법 적용 범위에서 적용될 수 밖에 없기때문에 외교 면제를 받아야 등록할 수 있다는 환경부 법제규제개혁실의 내부 심사에 따라 대한민국 환경부, 기상청 소관 민법 제32조로 기탁, 등록, 허가 받아 운영할 수 있도록 되어 있습니다.

대한민국은 유치하고자하는 기구 각 분야 별 기구는 민법 제32조로 등록 부서만 다를 뿐이지 해외에서 유치된 국제기구는 해당소관 부서에서 담당하며 외교적으로 협력해야 할 분야에 대해서는 특별한 경우 “외교면책면제나 외교면책특별권리나 “외교면책권에 대한 외교카드” 의 각 분야의 법률적 용어가 다르며 ,속지주의, 속인주의에 해당한 자국민이 근무할 경우 외교적 면제가 필요없이 자국법으로 우선주의가 적용되며 국적이 다른 국민에 대해서는 특별한 경우 해당 정부 협조를 받아야 되며, 대한민국은 사단법인의 경우 중앙정부에서 허가받든 지방정부에서 허가받든 국가간NGO,이든 국제기구INGO든 해당정부에 민법 제32조로 해당소관 부서에서 허가받아 법원에 기탁 등록되며 국세청에 면세 사업자로 등록할 수 있습니다.

이에 따라 국제기구세계녹색기후기구(IO-WGCA)는 우선 GCA 회의록 07호부터 16호를 근거로 하여 2013년 12월 중순 국제기구세계녹색기후기구(주식회사, 비영리법인격 국가기관 등 포함) 산하 ‘사단법인 국제기구세계녹색기후기구 운용본부 (IO-WGCAF)가 대구에서, 연이어 2014년 초 ‘사단법인 세계녹색기후기구 행정본부IO(INGO)-WGCA, WGCAF(연합)’가 대한민국 민법 제 32조로 광주시에서 허가되었습니다.

국제기구 세계녹색기후기구의 본격적인 운영을 위하여 서울중앙지방법원 등기국에 등록된 국제기구세계녹색기후기구 주식회사IO(INGO-WGCA)-WGCA등 이하 대구에 등록된 국제기구 세계녹색기후기구 운용본부INGO-WGCAF 주식회사 , 부산지역 사단법인, 광주 세계녹색기후기구행정본부 INGO-WGCA를 근거로 하여 2014년 경 지역구 별 지역 구청장, 의회의장, 경찰서장 등, 3부 기관장 내, 외빈 등, 지역 사단법인 약 100여개 대표단들이 참여한 가운데 부산 16개 구별 운영위원장 임명식을 각 16곳 지역에서 부터 전 세계로 진출하기 위하여 동일하게 진행하였습니다.

국제기구세계녹색기후기구( IO-WGCA 기후환경 헌법 상 목적사업)주식회사는 참여하고자 하는 전남 순천, 천안 등에서 정부 차관급 인사 등이 참여하여 아시아지역 국가 등록을 위한 전국 각 해당분야 별 위원급 발기인들의 발기식이 진행하였고, 등록된 법인 목적 사업에 대한 내용과 기후환경 헌법 범위의 목적 사업, 인증 분야에 대한 마크 등을 IPO등록 하였으며 또한 WIPO에 등록된 PCT국제특허출원을 근거로 특허받음, 및 각 국가 별 IPO에 등록된 상표권 등 지식재산권 관련 내용과 등을 특허심판원 판결문을 기준으로 한 법률적 근거로 현재 중국정부 외비관리국에서 특수기구연합 외비코드가 허가 완료되었습니다.

발기인으로 참여한 양심있는 위원급 발기인들은 해외의 각 국 정부와 협상하여 실질적인 공무를 위해 해당 기관과 협력을 받아 국제공무를 진행하였으며, 특히 중국에서는 동북아세계총부 IO-WGCA 의장단들이 자발적인 자금과 시간을 투자하여 대한민국 검찰청 소속 공증과 외교부 법무부 아포스티유와 외교부 인증, 각 국가 별 대사관 검증을 받은 후 국제기구 세계녹색기후기구 대한민국 지재권자들로부터 전달된 IO-WGCA 기후환경 헌법과 국제법, 국가법을 근거로 중국 중앙정부의 협조로 중국외비관리국에 특수기구연합기구로 허가된 건을 근거로 대한민국중앙 지방법원 등기국에 등기된 국제기구세계녹색기후기구 주식회사가 중국 중앙 중국은행에서 유로화, 위완화, 한화, 달러 등 외환거래를 위한 FT계좌 사용허가를 받아 실질적인 운영을 위해 중국인민은행에서 다시 허가를 받았습니다.

또한, 국제기구세계녹색기후기구 기후환경헌법과 부록, 운영 방침 등이 규정된 ‘IO-WGCA IGC 규범 1~1100’에 따라 국제표준녹색검증 방법, 국제표준 탄소배출권분류코드가 포함된 국제표준녹색분류코드 등을 기준으로 탄소배출권 유관기관 등 각 해당분야 별 본부 및 CCGI, GGG 등 합작 법인을 중앙정부의 허가를 받아 공동 운영중이거나 허가받은 기관 별도 중국 중앙정부 등 정부 협조를 받아 운영 중이며, 지역에 따라 중국 35개 행정구역 별 등 각 8개 분야 총부를 등록 후 운영 하는 등 전 세계적으로 확대, 운영하기 위하여 노력하고 있습니다.

이와 같이 IO-WGCA설립임원 집행이사회는 IO-WGCA 기후환경헌법 포괄적 목적사업 전 범위에 대한 지재권을 근거로 전 세계 등록 국 자국법에 따라 범죄 없이 합법적으로 운영하기 위하여 국제녹색기업 등록을 원하는 위원들에 대하여 리스크 방지용 보증금을 가수금으로 예치한 분들만 국제녹색기업을 등록 후 해외공무를 수행할 수 있도록 지원해주고 있습니다.

단 가수금 보증금은 참여한 위원급 발기인이 직접 운영하여 발생한 잉여금에서 스스로 상환 받는 방식입니다. 이에 대륙 별 설립임원 집행이사회 의장단 분들의 서명을 받아 승인해 주고 있으며, 승인된 허가증의 법인격 범위에서 해외 등록 시 검찰청 소속 공증과 외교부 법무부 아포스티유 및 해당국가 영사인증 등을 검토 후 인증 받을 수 있도록 자문하여 포괄적 지재권 사용을 할 수 있도록 각 분야 별 참여를 원하는 본부에 지원하고 있습니다.

구체적인 업무 범위는 다음과 같습니다. 

국제기구 세계녹색기후기구(IO(INGO)-WGCA : International Organization-World Green Climate Association)는 기후변화에 따른 폐해로부터 지구와 인류 그리고 모든 유,무기체들을 보존하는 공공의 이익을 위하여 국제표준 탄소배출권 분류코드를 포함한 IO-WGCA국제표준녹색분류코드 각 분야 별 국제녹색상품, 기술, 기업, 서비스, 자격, 학위 등 인간 등 유기체 무기체가 사용하는 모든 분야에 대하여 국제법과 ICC규정 IO-WGCA 1100국제규정 등 WTO관련 적용 법 등으로 설계된 국제표준녹색검증 및 국제표준녹색인증, 기업 및 자산평가, 국제실적확인 및 국제수의계약확인 등의 제도를 실시하고, IO-WGCA기후환경선물거래소, 국제녹색상품 거래소, 탄소배출권 거래소, 지식재산권 거래소, 디지털외환 거래소 및 문화, 전력 등 포괄적 범위의 각 분야 별 거래소를 통해 전 세계에 보급함으로써 기후환경을 보호하고 WSC세계주권화폐를 이용한 각 국가 별 국제녹색경영 및 국제녹색경제 성장을 지원하고 있습니다.

이를 위해 G77, G20, 길림상공회의가 주측이 된 광서동맹17개국, 브릭스회원국인 중국, 아시아세계본부 네팔, 아프리카연합 말리 등 유럽연합 오스트리아 빈, 대륙별, 국가별로 ‘국제기구 세계녹색기후기구 IO(INGO)-WGCA 기후환경 헌법 동의 및 국제녹색기술상품실천에 대한 취소불능 국제협약을 체결하고 ’국제기구 세계녹색기후기구 IO(INGO)-WGCA 기후환경헌법‘을 기탁, 등록하여 이에 따른 업무를 전 세계적으로 수행하고 있으며 특히, 중국 외비관리국에서 특수기구연합으로 허가받아 중국은행 및 중국인민은행에서 기후환경선물거래 및 탄소배출권 거래소, 지식재산권 거래소, 디지털외환 거래소 및 문화, 전력 등 포괄적 범위의 각 분야 별 거래소 및 은행 운영을 위한 한화, 유로화, 달러, 위완화 은행계좌를 허가받아 헤이롱장성 녹색기후국제기업연맹법인과 국제인증법인,길림성 국제표준탄소 배출권 신용기관과 중국 중앙인 베이찡 탄소 배출 신용기관 등 헤이롱장성 등 전국 35개지역에서 각 성 별 8개 종목의 총부와 국제표준 탄소배출권 신용기관 등을 운영 중에 있습니다.

국제기구세계녹색기후기구(IO(INGO)-WGCA : International Organization-World Green Climate Association)의 설립목적은 WTO, TRIPs 협정, 국제법상 기후환경법, 해양법, 국제상거래법, 국제조약법, 국제지적재산권법, FTA, 아포스티유 등을 포함한 전 세계 모든 국제법과 국제협약을 포괄적 담보로 하고 있는 '국제기구 세계녹색기후기구 헌법(IO(INGO)-WGCA 기후환경헌법)' 법무부 검찰청소속 공증인 공증후 영사인증 외교부 법무아포스티유, 외교부인증 후 각국 대사관 및 총영사관 영사인증 후 전 세계 국가 별 등록을 위하여 발송되었으며 IO-WGCA 기후환경헌법 본문 내용에 따라 인증된 기업 법인과 기술 상품 서비스 등 학위, 자격, 평가 유,무형 전 분야의 국제표준으로 모든 실천 국가에서 허가 목적사업 범위의 국제표준녹색인증 ISGC IO-WGCAIGC 전 범위의 자국법을 준수하고 본문 내용에 따라 더 맑은 공기, 더 맑은 물과 오염되지 않는 토양을 보존하여 이 지구와 우주 유,무기체를 영구히 보존하기 위함입니다.

또한, 에너지, 개발 건설, 물류 분야의 국제녹색산업, 국제녹색경영을 통해서 인류가 살아가는 데 필요한 모든 삶의 터전 가운데서 기후 환경 변화를 대처하기 위한 무한 에너지, 신,재생 에너지 등 국제녹색기술, 상품을 개발 실천함으로써 에너지 고갈 문제에 따른 화석연료 사용을 줄여 갈색성장을 억제하고 녹색성장을 실현하기 위함입니다.

IO-WGCA 기후환경헌법 목적사업의 포괄적 범위는 인류의 무분별한 기술 남용으로 인한 기후환경의 문제점을 극복하기 위한 것으로써, 전 세계에서 보유하거나 상용화되고 있는 녹색기술, 상품, 기업, 서비스, 자격, 학위 등을 발굴하여 국제표준녹색검증 및 국제표준녹색인증, 기업 및 자산평가, 국제실적확인 및 국제수의계약확인 절차를 실시하고, IO-WGCA기후환경선물거래소, 국제녹색상품거래소, 탄소배출권 거래소, 지식재산권 거래소, 디지털외환 거래소, 해양거래소, 우주항공거래소, 농, 축, 수산, 임업 벌크 거래소, 국제기술거래소, 및 문화, 전력 등 포괄적 범위의 각 분야 별 거래소가 운영될 수 있도록 하는 ‘국제표준녹색인증(ISGC)으로서의 국제기구 세계녹색기후기구 국제녹색인증(IO(INGO)-WGCA IGC) 방법’을 제공하고 IO-WGCA 기후환경헌법 목적사업 전 분야에 대한 공무 수행 중에 있습니다.

국제표준녹색검증 후 인증 과정부터 분야 별 거래소 운영 등 모든 단계에서 4차원, 6차원 바코드 기술, 인공위성을 이용한 양자계산방식의 양자전자통신 기술, 양자 컴퓨터 등 국제기구 세계녹색기후기구 IO(INGO)-WGCA가 보유하고 있는 첨단 보안기술을 이용하여 국제표준녹색인증된 기술, 상품, 기업, 서비스, 학위, 자격 등 모든 분야의 지식재산권을 철저히 보호할 수 있도록 IO-WGCA 기후환경헌법 포괄적 범위의 공익 서비스 수행 중에 있습니다.

국제기구세계녹색기후기구(IO-WGCA) 국제표준녹색인증방법IO-WGCA IGC에 의하면, 녹색기술, 상품, 기업, 서비스 등을 발굴하여, 국제표준 탄소배출권 분류코드를 포함한 IO-WGCA국제표준녹색분류 코드 별 국제표준녹색검증 및 국제표준녹색검증, 국제표준녹색인증, 기업 및 자산평가, 국제실적확인 및 국제수의계약확인 등의 절차를 실시하고, IO-WGCA기후환경선물거래소, 국제녹색상품 거래소, 탄소배출권 거래소, 지식재산권 거래소, 디지털외환 거래소 및 문화, 전력 등 포괄적 범위의 각 분야 별 거래소를 통해 국제녹색기술과 국제녹색상품, 국제녹색전문기업 및 국제녹색서비스 등을 전 세계에 보급함으로써 기후환경을 보호하고 WSC 세계주권화폐를 이용한 각 국가 별 국제녹색경영 및 국제녹색경제 성장을 활성화하도록 하는 효과가 있으며, 이는 단순히 한 국가의 기술이나 상품 인증의 범위을 넘어 각 국가 간 범위까지 포함되는 포괄적 범위의 국제표준녹색기술에 대한 국제표준녹색검증 인증 분야와 국제표준녹색탄소 배출권 국제표준코드 등으로 활용하는 공무를 수행 중에 있습니다.

국제법상 기후환경관련 모든 국제녹색법령이 포괄적 담보된 IO(INGO)-WGCA기후환경헌법을 포함한 국제표준코드 적용을 위하여 국제표준녹색검증과 인증과 탄소 배출권 관련 국제표준코드 적용 범위는 IO-WGCA IGC 규정1-1100 등 모든 법규 수용 범위는 아래와 같습니다.

다음은 IO-WGCA 헌법이 은행헌법 정관 등과 국제기업연합 규정 등도 공시되어 공포되어 있습니다. 

헌법이라는 단어는 주권을 가진 한 개 국가에서 인정되면 ‘헌법’으로 사용할 수 있습니다. 

IO-WGCA 역사에 대해서는 백서와 참여하고자 하는 위원급 발기인들을 회의결의 안건으로 추천인의 추천을 받아 해당본부에서 추천된 내용을 근거로 결의한 회의록을 공시해서 모두가 이해가 되도록 하였습니다.

IO-WGCA 기후환경 헌법은 수평적 리더쉽으로 운영하도록 설계되어 있으며 참여하고자 하는 분들은 참여된 해당 기관에서 대륙 별로 등록되어 운영 중인 기구운영에 참여하신 위원급 발기인의 해당 분야에 대하여 인성과 자질이 있는 분들로 추천받아 운영 되고 있습니다.

위원급 발기인들은 해당기관의 운영자들입니다.

참여한 위원급 발기인이 운영을 위하여 사용하거나 가수금으로 예치한 보증금은 취소불능 국제협약서로 동의 후 쌍방 합의에 의하여 이해가 된 분들만 서명하도록 되어 있습니다.

위원급 발기인은 개인 인격이라 합니다. 그리고 참여한 위원급 발기인이 운영하는 법인은 법인격이 별도로 존재합니다.

개인 가수금을 기업 기부금으로 처리하는 것은 탈세이며 자국법을 어기는 것 입니다. 법인과 개인의 인격은 별도입니다.

기구에서 진행하는 국제녹색기술인증 , 국제녹색기술상품 인증, 국제녹색기술 서비스인증, 등은 모두 별도 국제검증사 자격을 가진 분들이 참여한 해당기관 국제검증 위원회에서 담당하고 있습니다.

국제기구세계녹색기후기구 산하 각 기관들의 공무는 누가 공무를 대신해 서비스해주는 기구가 아니라 참여한 모든 분들이 각 해당기관에 속하여 스스로 진행해야 할 범위의 공무입니다.

为了记录历史，作为IO-WGCA气候环境宪法的设计者、知识产权者，代表国际组织就IO(INGO)-WGCA设立过程和已经或正在进行的业务，公布如下：

国际机构登记的TF委员会，以2000年开始的宇宙革命CHANGING COSMOS法人和2000年中期为发展中国家国土开发的CCGI咨询法人为依据，从2011年在济州岛气候环境NCC委员级发起人开始筹建，直到2012年成立。

"IO(INGO)-WGCA气候环境宪法"，是为了保护地球、宇宙、有机体、无机体，自2000年开始，将"国际标准绿色认证制度"整理为包括"国际标准碳排放权分类代码"在内的"国际标准绿色分类代码"，为使这些代码运营于全领域全范围气候环境交易所等国际标准绿色公务的合法性，已经适用于全世界的法令、国际合作商业法、国际绿色经济及WTO相关法律、各国适用的法令、联合国理事会和ICC相关专利，FTA、APOSTILLE、NCNDA IMF PA等国际法的调查。

按照大洋洲联邦、非洲联邦、欧洲联盟、南美、北美、亚洲地区等不同大陆的委托和登记，首先以"绿色气候组织INGO-GCA"的名义，通过TF设计委员长金成玟的设计，为实践国际标准绿色运营方法而设计的"国际组织世界绿色气候机构气候环境宪法"，从大韩民国开始正式的临时登记业务。

TF委员会为了注册国际组织世界绿色气候机构，原计划于2013年从欧盟奥地利开始,但得知为发展中国家的G77会议在大洋洲联邦斐济Melania召开，决定从斐济开始注册气候环境宪法。

前往斐济的TF委员们与当地人见面，选定了大洋洲Melania联邦原住民机构代表和14部族土地官厅厅长代表，当时与4个政府部门包括环境开发部的长官在内的联邦4国环境开发部的国家代表团一起，为委托《IO(INGO)-WGCA气候环境宪法》中概括的《绿色气候机构INGO-GCA》而进行了协商。

在当时处于戒严状态、气氛森严的斐济制订的07号会议记录，以G20和G77以及岛国、穷国、属地、大洋洲Melania联邦的特性为依据，在全世界360个国家等地球和宇宙，有机体，无机体和多重宇宙，元宇宙、中微子论等范围，进行概括的气候环境宪法和附加在大韩民国准备的所有重要内容。

依据上述国际协约文件及会议记录07号，韩国TF委员长李雨承被全票推举为执行理事会永久议长，在斐济获得批准。GCA代表由律师事务所代表、国际协约代表团由大洋洲Melania联邦原住民机构代表、14部族土地官厅代表、开发环境部国家代表团组成。最终通过与当时G77议长团代表斐济首相的合作，14部族代表及其儿子作为代理人进行委托登记。

大韩民国无论是国际机构还是国家间协议体，对从外国进入大韩民国的所有法人，根据立法部、司法部、行政部的法律依据和1992年立法的联合国宪章为依据进行登记时，除目的事业以外的非法行为都将被定义为犯罪，按照有关犯罪处罚的属地主义、属人主义，只能在本国法的适用范围内适用，因此必须得到外交豁免才能进行登记。根据环境部法制法规改革室的内部审查，根据大韩民国民法第32条委托、登记、许可才能运营。

因此，为执行对国际标准绿色的全领域的公务、管辖部门批准了"社团法人国际组织世界绿色气候机构运营本部"和"社团法人世界绿色气候机构行政本部IO(INGO)-WGCA、WGCAF(联合)"得到民法第32条管辖部署的许可，举行了釜山16个区运营委员长等想要参与的全国各相关领域委员级发起人的发起仪式，登记的法人目的事业内容和在WIPO注册的PCT国际专利申请，以及各国IPO中注册的商标权等知识产权相关内容，以专利审判员判决书为基准的法律为依据，目前已授权中国政府外汇管理局批准特殊机构联合外汇代码，并与中国银行进行协作。在中国银行和中国人民银行获得了使用欧元，人民币，韩元，美元 等外汇交易的FT账户的许可，并且正在运营中。

另外,根据国际组织世界绿色气候机构气候环境宪法和附录、运营方针等规定的"IO-WGCA IGC规范1~1100"，以包括国际标准绿色验证方法、国际标准碳排放权分类代码在内的国际标准绿色分类代码为标准，碳排放权相关机构等各相关领域的本部及CCGI、GGG等合作法人得到中国政府许可，并且按中国35个行政区域进行登记。

到目前为止，包括中国各领域交易所及新加坡交易所在内的IO-WGCA国际组织世界绿色气候机构股份公司世界代表，兼全部知识产权者，也是支援知识产权的非营利法人代表，兼知识产权管理非营利国家机构WIPMO IO-WGCA的代表朴延实，亲自访问大洋洲Melania联邦斐济，以会议记录07号为依据，向代表团最终签名后,以“IO(INGO)-WGCA”气候环境宪法委托为依托的法人登记证原件，以会议记录07号的附件为依据，前往大韩民国。根据民法第32条和法人登记法，在首尔中央地方法院登记和在大邱、光州等完成了国际标准绿色全领域的公务执行的登记。尤其是大邱、光州等民法第32条以GCA会议记录07号和12号，13号到16号为依据，获得全面许可后登记，并完成了法人登记。

IO-WGCA创始人最高执行理事会，以IO-WGCA气候环境宪法全范围的知识产权为依据,在国际绿色企业许可证上，得到创始人最高执行理事会议长团的签名后予以批准，在批准的许可证的法人资格范围内进行海外登记，包括检察厅所属公证和外交部法务部Apostille认证及相关国家领事认证等。

具体业务范围如下：

国际组织世界绿色气候机构(IO(INGO)-WGCA: International Organization-World Green Climate Association)为了从气候变化带来的危害中保护地球、人类以及所有有机体、无机体的公共利益，通过包括国际标准碳排放权分类代码在内的IO-WGCA国际标准绿色分类代码，各领域国际绿色产品、技术、企业、服务、资格，学位、有机体、无机体的使用，国际法和ICC规定、IO-WGCA1100国际规定、WTO相关适用法等设计的国际标准绿色验证及国际标准绿色认证、企业及资产的评估，国际业绩确认，国际随意合同确认等程序，通过IO-WGCA气候环境期货交易所、国际绿色产品交易所、国际碳排放碳汇联合交易所、知识产权交易所、数字货币交易所及文化、电力等综合范围的各领域交易所，向全世界普及推广保护气候环境，利用WSC世界主权碳币，支援各国国际绿色经营及国际绿色经济增长的国际机构。

为此，中国、尼泊尔、非洲、马里等不同大陆的不同国家签署了"国际组织世界绿色气候机构IO(INGO)-WGCA气候环境宪法同意及国际绿色技术产品实践不可撤销的国际协议"，并委托、登记了《国际组织世界绿色气候机构IO(INGO)-WGCA气候环境宪法》，按大陆、国家执行相应业务。

国际组织世界绿色气候机构(IO(INGO)-WGCA: International Organization-World Green Climate Association)的设立目的是根据包括WTO、TRIPs协定、国际法上的气候环境法、海洋法、国际商务法、国际条约法、国际知识产权法、FTA、Apostille等在内的全世界所有国际法和国际协议为全面担保的“国际组织世界绿色气候组织宪法（IO(INGO-WGCA气候环境宪法）”文本内容，保存更清新的空气，更清澈的水和不受污染的土壤，永久保持这个地球，宇宙，有机体，无机体等。 另外，通过能源、开发建设、物流领域的国际绿色产业、国际绿色经营，在人类生活的所有环境中，通过开发实践应对气候环境变化的无限能源、新再生能源等国际绿色技术、产品，减少能源枯竭问题带来的化石燃料使用，抑制褐色增长，为绿色增长开展多种业务。

IO-WGCA 헌법을 실천이행하여야 하는 당위성

1. 이 지구와 우주 유기체•무기체를 영구히 보존하여야 한다.
IO-WGCA는 지구와 우주 유기체, 무기체를 영구히 보존하기위한 국제녹색기술, 상품 실천을 위하여 대한민국에 집행이사회와 집행위원회, 글로벌본부를 두고있다. 그 이유는 대한민국은 조약법에서 가져온 녹색기술상품, 녹색상품사용을 ‘저탄소녹색성장 기본법’에서 강제적 실천으로 규정하였고, 그 강제적규정이 IO-WGCA 헌법과 일치하기 때문이다.

2. 국제법에서는 국제녹색기술상품을 강제적으로 사용하도록 되어있다.

그러므로 국제녹색기술, 국제녹색상품, 국제녹색기업 등의 강제적 녹색정책 책무를 해당국가의 IO-WGCA 기관이 실천할 경우, 국제녹색기술, 국제녹색상품, 국제녹색기업, 국제녹색교육 등 해당국가의 국제녹색 인증된 모든 분야에 대하여 전 세계에서는 최혜국 적용을 하여야 한다.

3. IO-WGCA 헌법의 실천은 전 세계의 책무이다.

또한, 국제법을 근거로 한 녹색정책이 강제적인 한국에서도 IO-WGCA 헌법 목적사업이 민법제32조로 허가 등록되었고, 지재권을 담보로 한 공익신탁법을 근거로 수탁등록함으로써 최혜국적용과 FTA, 아포스티유 등 국제법률적으로 국제표준 국제녹색기술을 전 세계에 강제적 실천하도록 되어있다.

특히, 유럽, 아프리카, 오세아니아 등에서는 유럽 연합법, 아프리카 연합법, FTA적용 등으로 국제표준녹색검증, 인증된 국제녹색기술, 상품, 기업, 서비스에 대한 디자인, 저작권, 특허권 등을 포괄적 담보로 하여 책무 실천 중이다.

4. 국제녹색인증(IO-WGCA IGC)시스템은 IO-WGCA 헌법을 근거로 전 세계 PCT출원되어 있다.

5. IO-WGCA 헌법은 기후환경에 대한 구체적인 책무실천방법을 제시하고 있다.

4. 国际绿色认证(IO-WGCA IGC)系统以IO-WGCA宪法为依据，在全世界申请了PCT。

5. IO-WGCA宪法提出了对气候环境的具体责任实践方法。
