以产品销售为主的参与者将吸收到产品交易所的国际机构公共企业(SPC-A、B、C),由各领域本部参与,扩大到各领域各地区总部和各大洲国际12代表部、14本部、72支援机构、研究院、各行政区域总部的各领域世界交易所。与此交易的各领域所有农、畜、水产品及中小企业的工业品等，必须获得IO-WGCA ISGC国际标准绿色认证IO-WGCA IGC，SPC公共企业也要按照IO-WGCA宪法同意并协商的规定,以获得IO-WGCA绿色企业认证的许可证为依据登记的法人对相关领域进行CCGI.GGG.登记后,按照相关领域的分类代码向全世界国家获得程序,履行公务。

- 从农产品及工业品交易的产品交易所扩大到钢铁、石化产品、化肥等原材料
- 钢铁及石油化学产品的CDM（碳排放权）
- 电力（韩国型交易所扩张时吸收现有电力交易所）
- 将海外项目开发的成果按类别分类为物流、开发、能源，以下72个支援机构SPC（Special Purpose Council）支援，生产、供应、销售国际绿色认证产品的国营企业SPC（Special Project Company）-A.B.的产品化及经营（替代能源产品直接交易或电力）转换交易。
- 引进金融产品期货交易的 技术方法（以IO-WGCA气候环境宪法各领域气候环境期货交易所运营方法和IGC规定1100参照）

第3阶段:IO-WGCA气候环境期货交易所以下国际绿色产品交易所持续扩大及海外产品交易所注册后运营的IO-WGCA气候环境与世界期货交易所联系
- 活化和稳定国际绿色产品交易所
- IO-WGCA 气候环境世界期货交易所和各国家许可的交易所通过海外国际绿色产品交易所（日本、中国、美国、英国等）各国家本部，各大洲本部等获得许可后再扩大注册。

IO-WGCA国际绿色产品交易所构建阶段性实行方案

- 国内外所有领域的国际标准ISGC分类代码，国际绿色认证IO-WGCA IGC，检查验证及研修等实践
- 多品种农产品生产商及中小企业的工业品生产商绿色认证检查后登记
- 设立72个领域的国际绿色监察团、国际绿色认证研究、研修院等国际绿色认证本部
- 构成的本部通过各行政区域总部的B2B网站实践，上述市场调查执行和实践
- 与B2B网站设计及构筑企业全世界注册局合作及国家公益在线注册企业国际协约后选定SPC-A注册
- 与各国注册国政府进行交易时免除税金;与国际绿色技术产品相关的单边国家、最惠国待遇等相关的广泛协商及国际法适用等
- 通过全世界政府和国际机构等共同大规模宣传的B2B网站
- 会员招募是IO-WGCA所有会员、会员国，机构，以及个人WTO法规定的所有范围
- 为扩大国际绿色产品交易所，各国各地区设立本部及人力构成（IO-WGCA派遣人力+教授团+国内期货交易所实务团+引进海外产品交易所建立成员等）
- 根据IO-WGCA宪法的产品交易所根据IO-WGCA规范和规则
- 国际组织世界绿色气候机构在线数据库系统
- 全世界企业直接通过在线办公作为产品交易所会员参与
