- "IO-WGCA IGC”의 운영목적은 전 세계에서 보유하거나 상용화 되고 있는 녹색기술상품을 발굴하여 녹색환경과 녹색생활실천에 적합하도록 연구 개발하고, 국제표준녹색인증 및 검증 절차를 통해 국제녹색기술, 상품, 기업, 서비스, 학위, 자격증, 자산평가 등 국제녹색사업에 대한 녹색경제 성장을 위해서 각 국가와 지방정부 및 대학 부설기관과 협력하여 국제표준녹색검,인증기관을 중.소 도시에도 설립 운영함으로써 모든 업무가 신속하게 이루어지도록 다양한 방법을 개발하였다.

- IO-WGCA IGC는 국제법상 기후환경 국제녹색표준기술상품 실천에 관련한 전 세계 모든 국제법과 각 국가별 해당 법률을 적용하고 IO-WGCA 기후환경 헌법 상 모든 국제표준녹색인증에 필요한 국제법률이 적용된다.

“국제표준녹색인증의 운영 지침”

- IO-WGCA기후환경 헌법(총칙, 목적, 지침, 부록, 규정 등)에 근거하여 국제표준녹색인증 운영지침을 다음과 같이 공시한다.

• 본 국제기구는 국제표준녹색기술상품으로 국제녹색성장을 조성하고, 국제녹색산업을 새로운 성장 동력으로 활용하여 각 국가의 경제를 발전시키며 녹색기술상품, 녹색산업혁명, 녹색사회구현을 통하여 세계 인류의 삶과 질을 높여 국제사회의 평화를 유지하는데 그 목적이 있다.

• 대한민국은 국제표준녹색기술이 학술로 등록된 일방국으로 분류되며 국제기구 녹색기술상품실천 최초의 국가로서 전 세계 모든 국가는 녹색기술상품을 개발해야 할 강제성을 가지고 있다.

• 대한민국에서는 국제녹색성장에 필요한 저탄소녹색성장기본법(제2조3항 녹색기술상품실천, 제4조 국가의 책무, 제5조 지방정부의 책무, 제6조 기업의 책무, 제7조 국민의 책무, 제8조 타 법과의관계의 최우선 적용)이 시행되고 있다.

당사자 국가는 UNFCCC 제1213호 근거에 따라 녹색기술실천을 실행하기 위하여 개발도상국 G77국가 등은 최혜국(TRIPS법 ; Agreement on Trade-Related Aspects of Intellectual Property Rights-즉시 당장 실천하라는 근거)대우로 의무적으로 실시하고 그에 따른 모든 국가는 녹색기술상품 실천으로 경제와 환경의 조화로운 발전을 이룩하여야 한다.

3. IO-WGCA 기후환경 헌법 [지침]

• 제1항 : IO-WGCA는 저탄소 국제표준녹색기술의 협력, 연구, 개발 및 녹색기술상품 사용실천, 책무이행촉진의 중추적 역할을 담당한다.

• 제2항 : 국제표준녹색기술은 에너지와 자원을 절약하는 사회적 활동을 위해 세부적으로 온실가스 저감기술, 에너지사용 효율성기술, 청정생산기술, 청정에너지기술, 자원순환 및 친환경기술(융합기술포함)을 포함한다.

4. 국가적용 [한국정부]
