IO-WGCA 핵심 규칙

본 항목은 IO-WGCA의 활동을 위한 가장 중요한 원칙을 핵심 정리한 것으로 정식 멤버들은 물론, IO-WGCA의 이름으로 활동하는 모든 개인 및 기업들도 반드시 숙지하여야만 최소한의 자격이 생긴다고 할 수 있으며 원칙을 지키지 않은 것으로 오는 불이익은 본인 책임임을 명확히 한다.

IO-WGCA는 강제적인 조약법을 바탕으로 하는 국제기구(International Organization)로써 일반적인 봉사단체인 NGO, 협동조합 등 가입,탈퇴가 비교적 자유로운 단체와는 개념부터 다르므로 IO-WGCA와 업무를 하기 위해서는 가입이 아니라 국제법에 따른 취소불능 협약을 체결함으로써 시작할 수 있다.

1. IO-WGCA는 기후환경에 관한 조약법의 목적달성을 위해 'IO-WGCA 헌법'을 국제공익신탁법에 근거하여 수탁등기하였다.

2. IO-WGCA는 우주 유,무기체를 보호하고, 공공의 이익을 위해 전 세계에 녹색기술.상품을 발굴, 발전, 전파하는 실천 기구이다.

3. IO-WGCA는 헌법, 디자인, 녹색 기술 등 특허 및 저작권을 가진 지적재산권 관리기구이다.

4. IO-WGCA는 개인의 소유가 아니므로 멤버임명, 인사, 각 본부 설립 허가, 직접비용 등 자금활용, 녹색 검.인증, 녹색 프로젝트, 녹색펀드를 통한 국제녹색자금 활용 등 모든 업무는 회의록 7호에 근거하여 설립임원 집행부 회의를 통해서만 결정된다. 그러므로 모든 임명, 및 각종 허가증 등은 반드시 회의록이 첨부되어야 정식 인정된다.

5. IO-WGCA는 전세계를 대상으로 원활한 업무와 불필요한 종이 낭비등 환경을 위하여 특별한 경우를 제외하고 인터넷, 스마트폰 어플 등 온라인을 바탕으로 한다.

6. IO-WGCA의 인터넷 사이트 www.io-wgca.org/ingo-wgca.org는 '온라인 오피스'라고 하며, 국제기구 모든 업무의 허브 역할을 한다.

7. IO-WGCA의 모든 허가사항이나 멤버임명 등은 온라인 오피스(www.io-wgca.org/ingo-wgca.org)를 통하여 전 세계에 공포한다.

8. IO-WGCA와 관련된 모든 업무를 수행하기 위해서는 필요한 교육과 개인 및 기업 등 취소불능협약을 먼저 체결한 후 진행할 수 있다. 이는 국제기구의 기본 목적인 전 세계인의 책무이행을 바르게 수행하기 위해서이다.

9. 녹색기술상품에 대한 엄격한 검증, 인증으로 국제적인 공신력을 높이고 지적재산권 등을 보호하기 위하여 'IO-WGCA 국제녹색인증'제도를 실행하고 있다.

10. 'IO-WGCA 국제녹색인증'을 위한 검증은 각 국가의 중앙정부에서 인정하는 기관 등을 통해 업무대행할 수 있다.

11. 'IO-WGCA 국제녹색인증'된 녹색기술상품은 IO-WGCA의 '원스톱 그린로드 플렛폼'을 바탕으로 전 세계 온라인, 오프라인 녹색기술상품 거래소을 통하여 유통된다.

12. IO-WGCA 녹색펀드를 통한 국제녹색자금은 명확한 녹색 프로젝트 등을 근거로 운영된다. 또한, 모든 금융거래는 IO-WGCA 글로벌 은행과 IO-WGCA 기관 및 공기업의 계좌를 통해서만 이루어져야 하며 기타 개인 및 단체의 계좌를 통한 거래는 인정되지 않는다.

13. IO-WGCA의 모든 법인체는 개인의 소유가 아님을 명확히 인식하여야 하며 임명된 대표는 관리자로써의 역할에 충실하여야 한다. 또한, 임명받은 대표자는 헌법에 위배되는 행위를 하지않는 이상 대를 이여 연임할 수 있다.

14. IO-WGCA의 모든 기관은 각각의 역할이 분명하므로 자치권을 갖고 독립적으로 운영되나 회의록7호에 따라 모든 업무는 반드시 승인절차를 걸쳐야하며, 또한 각 기관들은 불필요한 참견은 자제하고 상호 협조하여야 한다.

15. 위 사항에 위배되는 행위가 발생시, 그 원인제공자는 IO-WGCA / WGCAF 설립임원 집행부(F,D.EBM) 회의 결과에 내려지는 어떠한 조치에도 겸허히 따를 것이며, IO-WGCA 규정,규칙에 근거하여 특별한 이유없이 6개월이상 공무 미 수행시 직무가 자동 중지된다.

1. 명칭 / 名称 / NAME

2. IO-WGCA의 근무 자격은 IO-WGCA 기후환경헌법 이하 특별조항 등 포괄적 범위의 목적사업(대, 중, 소, 세, 세세분류) 각 해당분야의 정식 회원이 되어야 획득할 수 있다.

7. 成为IO-WGCA委员级发起人后，在IO-WGCA学习两年的国际化的感观及素质，体验IO-WGCA的哲学和信念而愿意为人类服务；之后，为了成为相关领域的世界级的委员，就像获得领事认证或APOSTILL公证的法人资格的代表推荐海外注册的国际组织公务员（IO-WGCA）资格一样，必须通过IO-WGCA气候环境宪法会议录07号表决。

8. IO-WGCA 산하 모든 기관의 회원 추천인은 추천한 자에 대하여 지속적인 무한책임이 있으며 이는 어떤 경우에도 타인에게 책임을 전가할 수 없으므로 추천 시에 서명한 IO-WGCA 기후환경헌법 동의 가입문서는 취소불능 문서이며 가입 시 회원 가입자와 추천인은 신중하여야 한다.
즉, 범죄 발생 시 추천한 추천인을 무시하고 지식재산권자이자 설립임원 집행이사회 의장단 및 각 분야 대표자들에게 어떠한 책임도 물을 수 없으며, 국가별 민, 형사상의 모든 책임은 가입자 본인과 그 업무 관리책임은 추천인에게 있고 문서 범위 외 책임을 물을 수 없다.
8. IO-WGCA的所有机关的公务员，推荐人对被推荐的人负有持续的无限责任，在任何情况下都不能推卸责任给他人。 因此在推荐时签署的IO-WGCA气候环境宪法同意参与的文件是不可撤销的文件，参与时，公务员参与者和推荐人都应谨慎。

9. IO-WGCA 세계위원은 IO-WGCA GGG 해당 공기업 운영자로서 법인 등록 시 IO-WGCA IGC 국제표준녹색기술상품 생산을 위한 시설비로 18억원의 보증금을 납입하여야 한다.
단 IO-WGCA GGG공기업인 경우 법인 등록 후 시설 자금으로 납입된 보증금에 대해 공동으로 참여한 운영자들은 각 자 해당 분야에 대하여 분할하여 서명 후 위원급 발기인은 위원급으로 동참할 수 있다.
9. IO-WGCA世界委员作为IO-WGCA GGG相关公益企业的运营者，在法人注册时，必须缴纳18亿韩元的保证金，作为生产IO-WGCA IGC国际标准绿色技术商品的设施费用。
但是，如果是IO-WGCA GGG公益企业，在法人注册后，对于作为设施资金缴纳的保证金，共同参与的运营者在各自相关领域进行分别签字后，委员级发起人可以作为世界委员级参与公务。

10. IO-WGCA 동북아세계총부 이하 위원급 글로벌 지원의장이나 대표들은IO-WGCA 산하 9개 기관에서 아포스티유, 영사인증 되어 발송 된 법인에 대하여 행정 구역 별 총부와 ,각 분야 GGG운영을 위해서는 ISGC 국제표준 국제녹색기술상품 IO-WGCA IGC 시설비 보증금으로 입금 된 금액에 대하여 위원급 운영자로서 보증금 1억 8천만원(KRW) 납입하거나 서명하여야 한다.
공익법인은 시설비를 위하여 한 개 법인 당 18억원(KRW)이 보증되어야 운영을 시작할 수 있다.
그러므로, 한 개의 IO-WGCA 산하 GGG 공익법인을 운영하기 위해서는 협동조합형으로 10명 이상의 글로벌 지원 의장들은 납입된 보증금 18억원(KRW)에 대하여 서명해야 한다.
단 운영 1 운영2 운영 3등로 구분하여 운영할 수 있다.
10. IO-WGCA东北亚世界总部以下的委员级全球支援议长或代表，对IO-WGCA下属的9个机构通过APOSTILL、领事认证的法人，各行政区总部和各领域GGG运营的人员，作为委员级运营者必须缴纳1亿8千万韩元的ISGC国际标准绿色技术商品IO-WGCA IGC设施费用的保证金及签字。
公益法人必须为设施费用担保，每个法人需缴纳18亿韩元（KRW）才能开始运营。
因此，为了运营一个IO-WGCA下属的GGG公益法人，10名以上的全球支援议长必须在缴纳的18亿韩元（KRW）保证金上签字。
但可以分为运营一、运营二、运营三等进行运营。
10. 단, 지방 현급 GGG 공익법인 등록 시 보증금으로 입금된 금액에서 대체할 수 있도록 결의된 범위는 가능하다.
11. IO-WGCA的东北亚世界总部下属的各地区总部，必须向相关机构缴纳180亿韩元（KRW）的保证金才能运营。
此外，IO-WGCA 9大机构法人按地区进行登记时，在尊重相关国法律的范围内进行登记。但是，在登记地方县级GGG公益法人时，可以从保证金存入的金额范围中代替是可以的。
