CCGI, GGG, and SPC-A,B,C 자격 및 역할

1. CCGI (Climate Change Global Institute)

CCGI는 IO-WGCA의 기후 환경 글로벌 기관으로써 국제기구 국제표준 산업분류 및 물류코드 별 국제녹색기술, 상품 등을 GGG공기업을 통하여 전 세계 G77, G20, 부족국가, 최빈국, 섬나라, 지방정부, 기업, 국민에게 전파하도록 하고 이를 관리하는 국제표준ISGC 녹색산업분류별 기관이다.

2. GGG (Globe Green Group)

GGG는 각 분야 별로 IO-WGCA의 기후 환경 헌법 목적 사업에 대한 공기업 공무를 수행 할 글로벌 기관(CCGI)에서 관리하는 국제 녹색 공기업으로써 국제기구 국제표준 산업분류 및 물류코드 별 국제녹색기술, 상품 등을 국제녹색검증, 인증(IO-WGCA IGC)을 통해 전 세계 G77, G20, 부족국가, 최빈국, 섬나라, 지방정부, 기업, 국민에게 전파하는 공무를 수행하는 국제표준 녹색산업분류별 국제 녹색 공기업이다.

또한, 국가별 관리 공기업을 등록지 기준 국제기구 관리기관과 함께 자국법을 존중하고 IO-WGCA헌법 규정과 국제법상 관리 규칙을 근거로 한 국제협약(JVA) 후 SPC(spc – A,B,C 포함)를 통해 전 세계 국가를 상대로 국제녹색기술, 상품, 서비스, 기업을 관리하는 국제 공기업이다.

3. spc-A : 국제녹색기술이 바탕이 된 국제녹색기업

1) 국제녹색기술, 상품의 개발이나 공급 및 제조를 지원하거나 제조를 담당하는 법인이다.

2) 국제녹색기술에 대한 기존 제조사의 관리를 위하여 새로운 spc-A 관리법인 설립을 원칙으로 한다.

3) 생산 제품이나 기술에 대한 'IO-WGCA IGC 국제녹색기술, 상품, 기업, 서비스, 검증, 인증, 등록은 반드시 선행되어야 한다.

4) 'IO-WGCA IGC' 인증마크가 표기된 제품은 spc-A 관리 법인을 통해서만 생산 및 납품하여야 하며 기존 제조사의 판매망과는 엄격히 분리된다.

5) CCGI, GGG에서 관리하는 국제녹색기술, 상품의 판매는 해당 spc-A,B를 통해서만 가능하며, spc-A는 녹색기술, 상품을 전 세계 국가와 지방정부, 기업, 국민들에게 공급하며 보다 더 좋은 상품이 되도록 최선을 다하여야 한다.

6) spc-A가 spc-B에 납품한 매출의 3%는 IO-WGCA 고유의 지식재산권에 해당하며, NCNDA IMF PA에 근거하여 탄소 배출권으로 전환하여 공공의 이익을 위한 관리운영비용으로 사용되므로 해당국가 CCGI에 입금하여야 한다.

4. spc-B

1) 국제녹색기술, 상품의 유통 및 판매를 담당하는 법인이다.

2) 'IO-WGCA IGC' 인증마크를 취득한 국제녹색기술 및 상품의 판매를 위하여 새로운 spc-B 법인설립을 원칙으로 한다.

3) spc-B는 법인 설립 시 'IO-WGCA 국제표준녹색기술, 상품 분류코드 및 판매코드'를 부여 받아야 하며 국제녹색기술, 상품의 판매는 spc-B 법인을 통해서만 가능하다.

단, spc-A가 역할을 대행할 경우 GGG, CCGI와 협의하여 진행한다.

4) spc-B는 사전에 협약된 해당 spc-A에서 생산되는 상품만을 취급할 수 있으며, 다른 종류의 제품을 생산하는 spc-A와의 거래를 원할 경우 별도의 spc-B 법인을 설립하여야 한다.

이는, 분류코드 별 국제녹색기술과 상품에 대하여 세계적 전문성을 보장하고 지원하기 위함이며, 전 세계 국가별 판매 법인은 별도로 등록하거나 JVA 후 가능하다.

5) spc-B는 해당 spc-A와 상호 협력하여 국제녹색기술, 상품을 전 세계에 배포하는 것에 최선을 다하여야 한다.

6) spc-B가 판매한 수익금의 3%는 IO-WGCA 고유의 지식재산권에 해당하며, NCNDA IMF PA에 근거하여 탄소 배출권으로 전환하여 공공의 이익을 위한 관리운영비용으로 사용되므로 해당국가 CCGI에 입금하여야 한다.

5. spc-C

1) 관심있는 spc-A의 제품이나 기술을 타 지역 및 국가에 설립하기 위한 법인이다.

생산된 국제녹색기술, 상품, 기업, 서비스 관리범위는 위와 같으며, 판매 법인은 spc-B규정에 따라 별도로 두고 공급 하여야 한다.

2) 매출의 3%는 IO-WGCA 고유의 지식재산권에 해당하며, NCNDA IMF PA에 근거하여 탄소 배출권으로 전환하여 공공의 이익을 위한 관리운영비용으로 사용되므로 해당국가 CCGI에 입금하여야 한다.

[ spc-A,B,C 법인 설립 절차 ]

1. spc-A의 설립절차

1) 대표자는 국제기구세계녹색기후기구IO-WGCA 회원으로 가입하고 IO-WGCA IGC 검증, 인증된 기술기업과 국제협약 후 반드시 특허권자가 포함된 이사회 결의서를 첨부하여 기존 제조사의 기업동의서를 작성한다.

2) 제조사 소개 및 기술, 상품에 대한 검증, 인증, 서비스, 기업 자료 등을 국제녹색검증, 인증을 위하여 제출한다. 제출 시 셋트 당 투자금액, 운영비 등 상세 명세서와 기술 명세서가 포함되어야 한다.

3) 최종 심사 후 법인 설립에 필요한 서류를 제공받아 새로운 spc-A 법인을 설립한다.

단, 기존 제조사와 대표자가 동일하는 것을 원칙으로 한다.

4) 생산하는 상품이나 기술에 대하여 'IO-WGCA IGC' 인증마크를 신청하여 취득하여야 하며 국제표준 위조방지 및 정보관리 기술이 포함된 국제 녹색 인증 상표를 부착 하여야 한다.

2. spc-B의 설립절차

1) 대표자는 국제기구세계녹색기후기구IO-WGCA 회원으로 가입한다.

2) 대표자의 이력을 중심으로 심사 후 법인 설립에 필요한 서류를 제공받아 새로운 spc-B법인을 설립한다.

3) 적법한 절차에 따라 'IO-WGCA IGC' 인증된 국제녹색기술 및 상품을 전 세계에 판매할 수 있는 'IO-WGCA spc-B 판매 코드'를 국제녹색기술, 상품 공급을 위한 정기 교육을 이수 후 부여 받는다.

4) 'IO-WGCA spc-B 판매 코드'의 분야에 맞는 상품을 생산하는 spc-A를 선택한다.

3. spc-C의 설립절차

1) 대표자는 국제기구세계녹색기후기구IO-WGCA 회원으로 가입한다.

2) 관심있는 녹색기술상품 및 spc-A와 설립을 원하는 국가나 지역을 선택하여 신청한다.

3) 대표자의 이력을 중심으로 심사 후 법인 설립에 필요한 서류를 제공받아 새로운 spc-C법인을 설립한다.

[ spc-A,B,C 법인 설립 직접 비용 및 관리 비용 ]

spc-A,B,C는 법인 설립과 사업 과정은 엄격히 분리 되어 있다.

즉, 법인설립 시에는 최초 spc-A,B,C로 추천한 본부에서 추진하고, 법인설립이 완료되는 시점에서는 해당국가 및 지역 CCGI에서 관리하도록 한다.

1. spc-A,B,C 추천 및 설립 단계

1) 최초 설립은 추천을 한 본부에서 추진한다.

2) 설립 비용

- 대표자 회원가입비 : IO-WGCA IGC 1100규정에 의함

- 유럽, 아프리카, 아시아 등 지원비 및 공증비 참여 한 당사자가 직접 지불

- 법인설립 시 직접 소요되는 지원 비용(등록 인지대 포함)

- 기타 디자인 직접비 : SPC법인인 경우 선택사항

- 기관이나 공기업 등록 후 합자, 합작, 투자, 융자를 위한 보증서 및 기타 운영을 위한 업무 지원 투자비용 : 3억(한화) 이 항목은 법인 성격이나 기계, 장비 등 보증 금액에 따라 변동이 있을 수 있으며 경우에 따라 5억원(한화)을 등록 된 법인에 입금하여야 한다. 단 거래소등 은행 등은 국가별 보증금 규정에 의한다 단 기 비용이 없을 경우 리스크 방지를 위한 보증금을 지불 하고 기 보증금으로 지불 한 금액은 자발적으로 참여 한 당사자로서 쌍방 합의하에 지불 한 금액이므로 참여 당사자가 해당 분야에 운영하여 운영 된 비용으로 본인이 운영 하거나 참여 된 범위에서 운영 된 금액에서 상환하여 간다.

2. spc-A,B,C 법인등기 설립 후 운영을 위한 사업 단계

1) 법인설립이 끝난 후에는 해당지역의 국가별 본부(CCGI)의 소속으로 분류된다.

2) 실질적인 사업으로 발생되는 수익금에 대한 지재권 관리비용은 국제기구 분배규칙에 따른다.

3) 국제녹색기술, 상품 검증에 필요한 비용은 해당 검증 본부의 관리비용으로 운영 할 수 있다. 국제녹색기술, 상품 디자인에 대한 비용은 디자인 본부와 해당 본부가 상의하여 별도 진행한다.

3. 관리비용 사용상의 주의사항

1) 모든 12대표부, 14본부, 72 지원기구, 연구원, 대륙 별 본부 등의 관리비용 중 50%는 해당지역본부들과 상의하여 사용할 수 있으며, 나머지 50%중 25%는 해당 본부에서 운영 할 수 있다. 단, 나머지 25%는 IO-WGCA의 자산이므로 사용시에는 명확한 사용목적 등을 해당 본부에 서면으로 제출하고 GLOBAL WHQ의 허가를 받아 사용하여야 한다.

Qualification and role of CCGI, GGG, and spc-A, B, C

1. CCGI（Climate Change Global Institute）

CCGI is the IO-WGCA global organization for climate and environment. Through GGG enterprises, CCGI spreads the international standard industrial classification and logistics code of international organizations to G77, G20, tribal countries, poor countries, island countries, local governments, enterprises and citizens all over the world, and promotes and manages this work.

2. GGG (Globe Green Group)

GGG, as an international green enterprise managed by IO-WGCA global climate and Environment Organization (CCGI), has passed the international standard industry classification and logistics code of international organizations, and international green technology and commodity certification (IO-WGCA IGC) is an international green organization that disseminates and promotes the international standard green industry classification (IGC) to G77, G20, tribal countries, poor countries, island countries, local governments, enterprises and citizens around the world.

It is an international public institution that, together with the public institutions managed by various countries and the existing international institutions, respects the national law, and manages international green technology, goods, services and enterprises in all countries around the world through SPC (spc-A, B, c) after LVA in accordance with IO-WGCA constitution and international law management rules.

3. Spc-A: International Green Enterprise Based on international green technology

1) Is responsible for supporting international green technology, commodity development and supply and manufacturing of legal person.

2) In order to manage the existing international green technology manufacturers, the new spc-A management law should be established.

3) For the production of goods or technology, it must be verified and certified by IO-WGCA IGC international green technology, goods, enterprises, services, etc.

4) The products marked with "IO-WGCA" certification badge must be produced and delivered by spc-A management legal person, which is strictly different from the existing manufacturer's sales network.

5) The international green technology and commodity sales managed by CCGI and GGG can only be carried out through the relevant spc-A and B. spc-A should supply green technology and commodity to national and local governments, enterprises and citizens all over the world, and strive to make better green commodities.

6) Spc-A delivers 3% of the sales volume of goods to spc-B, which is equivalent to the inherent intellectual property rights of IO-WGCA. According to NCNDA IMF PA, it is converted into carbon emission rights and used as operating expenses for public interest management, which must be paid to CCGI of relevant countries.

4. spc-B

1) Is responsible for international green technology, commodity circulation and sales of the legal person.

2) In order to sell international green technology and products that have obtained the "IO-WGCA" certification badge, the new spc-B legal person should be established.

3) When spc-B legal person is established, it must be granted "IO-WGCA international standard green technology, commodity classification code and sales code", and its sales must pass spc-B legal person. However, when spc-A replaces spc-b, it should be carried out after consultation with GGG and CCGI.

4) Before the directors of spc-B functional office reach an agreement, when the commodities produced by spc-a are to be traded with spc-A which produces other kinds of products, another spc-B legal person must be established. This is to ensure and support the world professionalism of international green technology and commodities of various classification codes. National sales legal persons all over the world must register separately or sign JVA (agreement) before implementation.

5) Spc-B must cooperate with spc-a to promote international green technology and products to the whole world.

6) 3% of spc-B's sales profit is equivalent to the inherent intellectual property rights of IO-WGCA. According to the NCNDA IMF PA, it is converted into carbon emission rights and used as the management and operation expenses of public interest, which must be paid to the relevant countries' CCGI.

5. spc-C

1) It is a legal person established in other regions and countries for intended spc-a products or technologies.

2) The management scope of international green technology, commodity, enterprise and service is the same as above, and the sales legal person shall arrange the supply separately according to (2) spc-B. 3% of the sales amount is equivalent to the inherent intellectual property fee of IO-WGCA. According to the NCNDA IMF PA, it is converted into carbon emission right and used as the management fee of public interest, which must be paid to the relevant national CCGI.

[ spc-A, B, C establishment procedure ]

1. spc-A setup procedure

1) The representative is a member of IO-WGCA. After signing the international agreement with the technology enterprise of IO-WGCA IGC certification, the Council resolution including the patentee must be added and the consent form of the existing manufacturer enterprise must be drafted.

2) Introduce the relevant information of the technology and commodity to the manufacturer, and submit the application for international green certification. The submission must include the investment amount, operating expenses and other details and technical details. After the final audit, prepare the necessary information for the establishment of a legal person, and establish a new spc-a legal person. It must be consistent with the existing manufacturers and representatives.

3) Products or technologies must apply for "IO-WGCA IGC" certification. After obtaining the badge, international green certification trademark including international standard anti-counterfeiting and information management technology must be pasted.

2. spc-B establishment procedure

1) Representatives join IO-WGCA as members.

2) After reviewing the resumes of the representatives, we will accept the information provided for the establishment of the legal person and establish a new spc-b legal person.

3) According to legal procedures, "IO-WGCA IGC" certificated international green technology and goods need to receive regular education for international green technology and goods supply, and then obtain "IO-WGCA spc-B sales code" which can be sold all over the world.

4) Select the spc-A of the production goods in accordance with the "IO-WGCA spc-B sales code" field. However, the spc-A products that have been selected can not handle other business, so it should be carefully considered and reviewed.

3. spc-C establishment procedure

1) Representatives join IO-WGCA as members.

2) Choose countries or regions that are interested in and willing to set up spc-a for international green technology products.

3) Focus on reviewing the resume of the representative, accept the information provided for the establishment of a legal person, and establish a new spc-c legal person

spc-A, B, C legal person establishment cost and business operation cost should be strictly separated. In other words, the establishment of a legal person is initially promoted by the headquarters recommended by spc-A, B and C. after the establishment of a legal person, it is managed by CCGI of relevant countries and regions.

1. spc-A, B, C legal person operation stage after registration

1) After the establishment of the legal person, it will belong to the relevant regional national headquarters (CCGI).

2) The intellectual property management expenses of the income fund actually incurred shall be managed in accordance with the operation rules of international institutions.

3) The expenses for international green technology and commodity inspection can be used as the administrative expenses of relevant inspection headquarters. The cost of international green technology and commodity design shall be negotiated between the relevant headquarters and the design headquarters and agreed separately.

2. Matters needing attention in the use of climate environment operation and management expenses

50% of the management expenses of all 12 representative departments, 14 headquarters, 72 support institutions, research institutes and mainland headquarters are discussed with the relevant regional headquarters of relevant countries, and 25% of the remaining 50% are operated and managed by the relevant headquarters. However, the remaining 25% is IO-WGCA's assets. CCGI,GGG,and spc-A,B,C资格及作用

2. GGG（Globe Green Group）全球绿色组织

GGG作为IO-WGCA气候环境全球机构（CCGI）管理的国际绿色企业，通过国际机构国际标准产业分类及物流代码国际绿色技术、商品进行国际绿色验证认证（IO-WGCA IGC），向全世界G77、G20、部落国家、贫穷国、岛国、地方政府、企业、国民传播、推广的执行公务的国际标准绿色产业分类国际绿色机构。

与各国家管理的公共机构同已有国际机构管理机构一起尊重本国法，依据IO-WGCA宪法规定和国际法管理规则，通过国际协约（LVA）后SPC（C,B,C包含），面向全世界各国家，管理国际绿色技术、商品、服务、企业的国际公共机构。

3. SPC-a：以国际绿色技术为基础的国际绿色开发和供给及制造企业

1) 是负责支援国际绿色技术、商品开发和供给及制造的法人。

2) 为了管理已有的国际绿色技术制造商，以设立新SPC-a管理法为原则。

3) 对生产商品或者技术，必须先由IO-WGCA IGC国际绿色技术、商品、企业、服务、验证认证。

4) 标记“IO-WGCA“认证徽章的商品，必须通过SPC-a管理法人生产及交付，与已有的制造商销售网有严格的区分。

5) CCGI,GGG管理的国际绿色技术、商品的销售，必须通过相关SPC-a,B才能进行， SPC-a要把绿色技术、商品向全世界国家和地方政府、企业、国民供给，同时为制造更好的绿色商品而努力。

6) SPC-a向SPC-b交付的商品销售额3%，相当于IO-WGCA固有的知识产权，根据NCNDA IMF PA，转换为碳排放权，作为以公共利益管理运营费用使用，必须向相关国家CCGI缴纳。

4. SPC-b：以国际绿色技术为基础的国际绿色销售企业

1) 是负责国际绿色技术、商品流通及销售的法人。

2) 为已获得“IO-WGCA“认证徽章的国际绿色技术及商品的销售，以新SPC-b法人设立为原则。

3) SPC-b法人成立时，必须授予“IO-WGCA国际标准绿色技术、商品分类代码及销售代码“，其销售必须通过SPC-b法人。但是，SPC-a代替履行SPC-b职能的时候，要与GGG,CCGI 协商后进行。

4) SPC-b职能办理事前达成协议的相关SPC-a生产的商品，要和生产其他种类产品的SPC-a交易的时候，必须成立另外的SPC-b法人。这是为了保障和支援各分类代码国际绿色技术和商品的世界专业性，全世界各国家销售法人必须另外登记或JVA（签订协议）后才能执行。

5) SPC-b必须和相关SPC-a相互协作,把国际绿色技术, 商品向全世界推广而尽最大努力。

6) SPC-b的销售利润的3%相当于IO-WGCA固有的知识产权，根据NCNDA IMF PA，转换为碳排放权，作为公共利益的管理运营费用使用，必须向相关国家CCGI缴纳。

5. SPC-c：以国际绿色技术为基础的国际绿色合作企业

1) 是为有意向的SPC-a商品或技术设立在其他地区及国家的法人。

生产的国际绿色技术、商品、企业、服务管理范围与上述相同，销售法人要按(2) 照SPC-b规定，另行安排供给。

2) 销售额的3%相当于IO-WGCA固有的知识产权费，根据NCNDA IMF PA转换为碳排放权，作为公共利益的管理费用使用，必须向相关国家CCGI缴纳。

[ SPC-a,b,c设立程序 ]

1. SPC-a设立程序

1) 代表者是加入IO-WGCA的会员，与IO-WGCA IGC验证认证的技术企业签订国际协议后，必须添加包含专利权者的理事会决议书，起草已有制造商企业同意书。

2) 对制造商介绍该技术、商品的相关资料，提交国际绿色验证认证申请。提交时必须包含投资金额、运营费用等详细明细和技术明细书。最终审核后，准备好成立法人所需的资料，成立新SPC-a法人。必须和已有的制造商和代表商相统一为原则。

3) 对生产的商品或技术，必须申请“IO-WGCA IGC“认证，获得徽章后，必须粘贴包含国际标准防伪及信息管理技术的国际绿色认证商标。

단, 기존 제조사와 대표자가 동일하는 것을 원칙으로 한다.

2. SPC-b设立程序

1) 代表者加入IO-WGCA成为会员。

2) 重点审查代表者履历后，接受所提供的法人成立所需的资料，设立新SPC-b法人。

3) 按照合法程序，“IO-WGCA IGC“所认证的国际绿色技术及商品，需接受为国际绿色技术、商品供给的定期教育后获得能向全世界销售的“IO- WGCA SPC-b销售代码“。

4) 选择符合“IO-WGCA SPC-b销售代码“领域的生产商品的SPC-a。

但是，已选择的SPC-a生产商品之外不能办理其他业务，要慎重考虑审阅。

3. SPC-c设立程序

1) 代表者加入IO-WGCA成为会员。

2) 选择对国际绿色技术商品有意向及愿意设立SPC-a国家或地区申请。

3) 重点审查代表者履历后接受提供的设立法人所需资料，设立新SPC-c法人。

[ 设立SPC-a,b,c法人的直接费用及管理费用 ]

SPC-a,b,c法人设立费用和业务运营费用要严格分开。既，法人设立时，最初由SPC-a,b,c推荐的总部推进，完成法人设立后，由相关国家及地区CCGI 管理。

1. SPC-a,b,c推荐及设立阶段

1) 最初的设立，由推荐的总部推进。

2) 设立费用

- 代表者会员加入费：依据IO-WGCA规定

- 向欧洲、非洲、亚洲等支援公证费及支援费

- 法人设立时需要的直接支援费用（包含注册认证）

- 其他设计直接费用：设立SPC法人时选择事项

- 机关或企业登记后，为合资、合作、投资、融资的保证书及其他为运营的业务支援投资费用：国际协议书参照亿（韩币）的项目，根据法人性质或机器、装备等保证金有所变 动，根据情况为运营气候环境期货交易所，各总部占地面积要达到十万平以上，地方要达到2万5千平以上，运营保证金必须按照国际协议明示的金额，以人民币向登记的法人缴纳。

2. SPC-a,b,c法人登记后运营事业阶段

1) 法人设立结束后分别为相关地区国家总部（CCGI）所属。

2) 实际发生的收益金的知识产权管理费用要按照国际机构运营规则管理。

3) 国际绿色技术、商品检验所需的费用，可以用在相关检验总部的管理费用。国际绿色技术、商品设计费用，相关总部跟设计总部协商，另行约定。

3. 气候环境运营管理费用使用的注意事项

所有12个代表部、14个总部、72个支援机构、研究院、各大陆总部的管理费用中的50%跟相关国家相关地域总部讨论使用，剩下50%中的25%由相关总部运营管理。但是，剩下的25%是IO-WGCA的资产，使用时要明确使用目的，向相关总部书面提交申请，接受GLOBAL WHQ理事会会议结果，方可进行运营使用。

1. 해당국가 정부와 공식 서명된 문서를 기준으로 ‘해당 대륙별 IO-WGCA관리 국제기구(IO-WGCA ASIA(NEPAL) WHQ. / IO-WGCA-IAB. AFRICA(MALI))’는 참여하고자 하는 각 분야별 협력 NGO 및 기업 등을 공시를 통하여 모집하고 선별된 단체와 국제협약 후 완료된 문서는 IO-WGCA세계총부, 대륙별 독립된 국제기구, 특수기구연합, ‘국가별 IO-WGCA관리 국제기구(중국은 IO-WGCA NORTHEAST ASIA WHQ.)’ 등으로 발송한다.
