1. IO-WGCA 배경 및 목적
IO-WGCA는 조약법을 바탕으로 국제공익신탁법에 근거하여 IO-WGCA 기후환경헌법을 대륙 별 등록 국에 수탁 등기하고 공공의 이익을 위해 녹색기술상품을 발굴하여 국제표준녹색기술 상품 포괄 적 범위의 기술,상품,서비스,기업,평가, 자격, 학위, 국제수의계약 등 분야까지 국제표준녹색검증 분야 단계부터 국제표준코드를 국제탄소배출권 코드로 적용하도록 하여 기후환경 선물 거래소 각 분야별 거래소포함 탄소 배출권거래소등 을 운영하도록 설계되어있다.
적용된 공무 법위는 모든 녹색인증이나 자격 등 학위분야를 검증 후 국제표준녹색인증으로 각 국가에서 운영 중인 인증 방법을 국제표준녹색인증으로 실천하는 독립적인 국제기구이며 G20이자 G77인 중국국가에서는 IO-WGCA 기후한경 헌법을 포괄 적으로 관리하는 법인인 IO(INGO)-WGCA국제기구세계녹색기후기구 주식회사(IO-WGCA 국제기구세게녹색기후기구 기후환경 헌법을 정관으로 사용 된 증거등인증 중국외비관리국 심사 함)는 외비관리국에서 특수기구연합으로 외비코드를 허가를 받아 중국은행에서 각 분야 별 외환FT 계좌를 승인 받아 중국 인민 은행에서 사용허가를 받았으며 기 외환게좌는 중국 중앙 정부 협력을 받아 각 분야 별로 G20,G77,국가를 상대로 운영중인 녹색기후국제기업연맹 기관등녹색기후국제인증연맹기관등 탄소신용기관, 35행정구역 각 분야별 8총부 10본부에서 전 세계 대륙이하 국가 지역 총부에서 운영하는 12대표부,14본부,72 지원기구 ,연구원, CCG.GGG, 각 기관에 대하여 국제 지원공무가 가능 하도록 되어있다.
대한민국의 경우 이미 입법부에서 입법 화 된 법률 범위에 근거하여 비엔나 외교법등을 근거로 한국에서도 1992년 비준 된 유엔 헌장등(대한민국은 1992년 비준 된 유엔헌장은 외교부 직원 만 사용하는 것은 아닌 대한민국에 적용을 하기 위한 비준이다.)을 근거하였으며 전 세계 모든 국제법등, 국제기후환경법, 해양법, 등 WTO관련 법등의 협약(조약법)을 근거로 ‘저탄소 녹색성장 기본법’을 공포하였으며 특히, 녹색기술상품 실천에 대하여 제4조 국가의 책무, 제5조 지방정부의 책무, 제6조 모든 기업의 책무, 제7조 모든 국민의 책무, 제8조 타법과의 관계 최우선으로 규정하고 강력하게 시행되고 있다 이를 근거 한 녹색에 대한 분야를 국제표준으로 한 국제표준 국제녹색인증에 대하여 포괄 적으로 적용하여 IO-WGCA 기후환경 헌법을 근거로 하여 적용하였으며 이미 특허심판원 판결이나 법원 등기국 민사 판결 내용 인증 방법 IPO등록 과 판결 내용을 근거로 PCT출원 후 특허결정 된 모든 운영 방법은 IO-WGCA 기후환경 헌법을 근거로 대륙 별 국가별 등록 된 특수기구연합 국제기구 입니다.
IO-WGCA국제기구 세계녹색기후기구가 활동하는 모든 업무는 공공의 이익을 위해 현재 사용 중인 각 구가 별 녹색인증에 대하여 ISGC국제표준녹색인증 국제녹색인증IO-WGCA IGC 로 기구 국제검증사 자격이 기구 해당 CCGI,GGG, 검증 위원들이 발굴 한 분류코드 별IGC에 대하여 전 세계인의 책무로 규정되어 있는 국제녹색기술 상품을 실천하는 것이 목적이다. 그러므로 IO-WGCA기후환경 헌법 포괄 적 운영 방법이나 내부 규칙 은행헌법 정관 규칙 등 IGC 규정 1100 기준에 벗어나는 업무는 공식적인 업무가 아닌 IO-WGCA에서는 기후환경 헌법 목적 사업을 벗어 난 행위이다.

지구와 우주 모든 분야에 사용되거나 사용하는 모든 분야에서 국제표준ISGC 국제녹색기술상품IO-WGCA IGC를 사용하는 것만이 현재의 기후 환경문제를 해결할 수 있는 유일한 방법이므로 국제녹색기술이나 상품을 발굴하고 검증, 인증함으로써 전 세계인이 안심하고 사용할 수 있도록 끝임없이 노력한다.
