1. 국제표준녹색검증본부 및 센터 목적
- IO-WGCA 기후환경 헌법[지침] 제1항, 제2항에 따라 국제표준녹색기술, 상품, 기술, 서비스, 학위, 자격증, 자산평가 등 국제표준녹색검증,인증을 통한 각 국가의 경제를 발전시키며 녹색기술상품, 녹색산업혁명, 녹색사회구현을 통하여 세계 인류의 삶과 질을 높여 국제사회의 평화를 유지하는데 그 목적이 있다.
2. 국제표준녹색기술인증 대상 및 인증기준(예시)
- IO-WGCA IGC 규정 300(국제표준녹색분류코드 : 국제탄소배출권분류코드 포함) 모든 분야
2-1 주요 국제표준녹색인증 대상
(1) 신재생에너지 - 태양광 외 : 태양전지 및 모듈제조용 소재 등
(2) 탄소저감 - CCS (Carbon Capture & Storage)외 : 연소후 CO2포집 플랜트 등
(3) 첨단수자원 - 자연친화적 하천관리외 : 하천환경조사/평가 등
(4) 그린IT - LED외 : RGB LED칩 등
(5) 그린차량/선박 -그린카외 : 하이브리드/전기자동차 등
(6) 첨단그린주택/도시 - U-City외 : U-City 통합운영센터 등
(7) 신소재 -초경량 마그네슘 외 : 고품위 마그네슘 원소재 등

2-2 국제표준녹기술색인증 기준
(1) 평가항목별 배점 및 판정기준 (100점 만점에 70점 이상) : 기술우수성(60점), 녹색성(40점)
(2) 평가항목별 평가내용
■ 기술우수성 :
-신청기술의 기술수준 (20점)
-기술목표의 구체성 및 명확성(10점)
-기술의 혁신성 및 명확성(10점)
-사업계획의 타당성 및 기술적 파급효과(20점)
■ 녹색성 :
-에너지자원 활용의 효율성과 절약성, 및 녹색성장 기여도(40점) : 온실가스/오염물질배출 최소화 등
※ 신청한 기술이 별표 4의 기술수준을 만족하지 못하는 경우, 또는 평가위원 과반수가 70점 미만으로 평가한 경우 최종 평균점수가 70점 이상이라고 하더라도 부적합 처리함
3. 국제표준녹색검증본부 및 센터 수행업무
- IO-WGCA IGC 국제표준녹색검증 전담기관으로서 다음과 같은 운영업무 및 평가업무를 수행한다.
3-1 국제표준녹색 검증 전담기관 운영업무
(1) IO-WGCA IGC 사업계획 수립 및 운영실적 보고
(2) IO-WGCA IGC 관련 정책 및 제도 개선 제안
(3) IO-WGCA IGC 신청서 접수 및 검토
(4) IO-WGCA IGC 검증위원회 운영 지원
(5) IO-WGCA IGC 검증결과서 제출
(6) IO-WGCA IGC 정보시스템 운영․관리
(7) 이의 신청 접수 및 처리
(8) 기타 IO-WGCA IGC에 필요한 사항 연구 제안
3-2 국제표준녹색검증 전담기관 평가업무
(1) 국제표준녹색검증 평가기준 연구개발 제안
(2) 국제표준녹색기술, 상품, 기업에 대한 적합성 인증을 위한 검증(이하 “자산평가”라 한다)
(3) 검증위원 데이터베이스 관리
(4) 검증계획 수립 및 평가실적 보고
(5) 이의 신청 검토
(6) 기타 국제녹색검증 평가업무 수행에 필요한 사항
3-3 국제표준녹색검증기관 및 센터 지정기준
-국제녹색기술평가 업무를 효과적으로 추진하기 위하여 각 녹색기술분야별 평가기관을 지정하며 지정기준은 다음과 같다.
(1) 검증기관으로 지정을 받으려는 기관은 다음 각 호의 기준을 모두 갖추어야 한다.
1) 국제표준녹색검증 평가업무를 담당하는 조직을 두고 인원을 배치할 것
2) 국제녹색검증위원을 10인 이상 확보할 것
3) IO-WGCA IGC 규정 1~1100에 근거한 공무수행
(2) 국제표준녹색검증 공무규정은 다음 각 호의 사항을 포함된다.
1) 국제표준녹색검증사 자격증을 소유한 검증위원의 조직 및 인원에 관한 사항
2) 국제표준녹색검증위원회 구성 및 운영에 관한 사항
3) 검증, 확인 및 평가 절차
4) 이의신청 검토 절차
5) 기타 국제표준녹색검증 평가업무 수행에 필요한 사항
(3) 국제표준녹색검증기관은 검증업무를 수행함에 있어 공정성을 보장하여야 한다.
4. 평가위원(검증위원)의 자격요건
(1) 산업계 : 박사학위 소지자 또는 석사(학사)학위 소지자로서 해당분야 5년(7년) 이상 경력자, 또는 이사급 이상의 임원
(2)학 계 : 2년제 대학 이상에서 전임강사 이상의 교수
(3)연구계 : 박사학위 소지자 또는 석사(학사)학위 소지자로서 해당분야 5년(7년) 이상 경력자
(4)공무원 : 5급 이상의 공무원
(5)평가기관의 장이 제1호 내지 제4호와 동등한 자격이 있다고 인정하는 자

※신청 기술(제품) 적용 시 발생 또는 향상되는 에너지 자원 활용의 효율성, 에너지 절약 효과 등을 적용 전, 기존 기술(제품) 활용 시 등 구체적 사례와 근거, 정량적 수치 등을 제시하여 설명
(2) 신청 기술(제품)의 녹색성장 기여도
※온실가스 또는 오염물질 배출 최소화 등 신청 기술(제품)의 생산, 보급, 사용 및 활용 등으로 인해 발생 또는 예상되는 녹색성장기여도를 구체적 사례와 근거, 정량적 수치 등을 제시하여 설명
● Operation essentials of international green technology verification center
1. Purpose of international green technology certification center
- According to articles 1 and 2 of IO-WGCA (constitution), the purpose of IO-WGCA is to pass the international green technology certification, international green product certification, international green business certification and international green professional enterprise certification, develop the economies of countries with international green certification, improve the quality of human life and maintain the peace of the international community by implementing green technology products, Realize green industrial revolution and green society.
2. International green technology certification objects and standards
2-1 certification object (10 categories / 1867 core technologies / subject to September 2017): (number) category - Chapter: core technology (number)

2-2 certification standards
(1) Score and scoring criteria for each item (more than 70 out of 100): technical excellence (60 points), green score (40 points)

※ technologies that do not meet the technical level of Annex 4, or the score of most evaluation committees is lower than 70, will be disqualified, even if their final average score may be 70 or higher.
3. Implementation of international green technology certification center
- As an international organization, the world green climate Association and the international green technology verification Association, it is responsible for the following operations and evaluation:
3-1 operation of specialized agencies
(1) Formulation of business plan and business performance report of international green certification system
(2) Suggestions on improving relevant policies and systems of international green certification system
(3) Reception and examination of international green certification applications
(4) Support the operation of the Certification Committee
(5) Issue certificates and certificates
(6) Operation and management of international green certification information system
(7) Receiving and handling of complaints
(8) Other work required by the international green certification system
3-2 evaluation business of specialized agencies
(1) Establish international green certification and evaluation standards

3-3 criteria specified by the evaluation organization
-We designate assessment agencies for each green technology field to effectively carry out international green technology assessment according to the following specified standards:
(1) An organization designated as an evaluation Association should meet all of the following criteria:
1) Arrange the person in charge of the organization responsible for the international green certification assessment.
2) Obtain 10 or more members of the evaluation committee according to each "department" in Annexes 1 and 2.
3) There are international green certification and evaluation business regulations
(2) The "provisions" in Item (1) (3) above shall include the following contents:
1) Organizational and personnel matters under item (1)
2) Composition and operation of the evaluation committee
3) Certification evaluation, verification review and verification evaluation procedures
4) Appeal review procedure
5) Other matters required for international green certification assessment
(3) Evaluation organs should ensure impartiality in the performance of evaluation work
4. Qualification conditions of evaluation committee (verifier)
(1) Industry: have a doctor's degree or master's (Bachelor's) degree, with a career of 5 years (7 years), or senior executives or higher
(2) Academic: full time lecturer and professor with two-year university or higher degree
(3) Researcher: holds a doctorate or master's (Bachelor's) degree and has worked in the application field for more than 5 years (7 years)
(4) Civil servant: above grade 5
(5) Applicants with the same qualifications as those in items (1) to (4) of these measures identified by the person in charge of the evaluation institution

1. 1. 国际绿色技术验证中心的宗旨
- 根据IO-WGCA(宪法)第一条和第二条，IO-WGCA的宗旨是通过国际绿色技术认证、国际绿色产品认证，国际绿色商业认证和国际绿色专业企业认证等，发展国际绿色认证的各国家经济通过实施绿色技术产品提高人类生活质量，维护国际社会的和平，实现绿色产业革命和绿色社会。
2. 国际绿色技术认证对象及认证标准
- IO-WGCA IGC规定300（国际标准绿色分类代码:包括国际碳排放权分类代码）所有领域

※不符合附件4技术水平的技术，或者大多数评审委员会的评分低于70分，将被取消资格，即使其最终平均分可能为70分或更高。
3. 国际绿色技术认证中心执行业务
- 作为国际组织世界绿色气候机构国际绿色技术验证专门机构，负责以下运营业务及评价业务:
3-1 专门机构运营业务
(1) 国际绿色认证体系商业计划书的制定及经营业绩报告
(2) 完善国际绿色认证体系相关政策和体系的建议
(3) 国际绿色认证申请的接收和审查
(4) 支援认证委员会的运作
(5) 签发认证书和证明书
(6) 国际绿色认证信息系统的运行与管理
(7) 投诉的接收和处理
(8) 国际绿色认证体系所需的其他工作
3-2 专门机构评估业务
(1) 建立国际绿色认证评价标准
(2) 绿色技术、绿色产品及绿色企业适合性认证评价(以下简称"认证评价")
(3) 为确认绿色企业的标准是否合格(以下简称"确认研究")
(4) 管理评价委员数据库
(5) 评估计划制定及评估实绩报告
(6) 讨论异议申请
(7) 其他履行国际绿色认证评价业务所需事项
3-3 评估机构指定标准
-我们为每个绿色技术领域指定评估机构，按照以下指定标准有效开展国际绿色技术评估工作:
(1) 被指定为评估机构的组织应具备以下所有标准：
1)安排负责国际绿色认证评估工作的组织负责人。
2)按照附件1和附件2的每个“部门”获得10名或更多的评估委员会成员。
3)有国际绿色认证评估业务规定
(2) 上述第(1)项 3)的“规定”应包括以下内容：
1)第(1)项1)下的的组织和人员事项
2)评估委员会的组成和运作事项
3)认证评估、验证评审和验证评估程序
4)上诉复核程序
5)国际绿色认证评估工作所需的其他事项
(3) 评价机关履行评价工作要保证公正性
4. 评价委员(验证人)的资格条件
(1) 行业：拥有博士学位或硕士(学士)学位，职业生涯为5年(7年)，或高管或更高级别的高管
(2) 学术：两年制大学或更高学历的全职讲师教授
(3) 研究员：持有博士学位或硕士(学士)学位，在应用领域工作超过5年(7年)
(4) 公务员：五级以上
(5) 经评估机构负责人认定具有本办法第(一)项至第(四)项同等资格的申请人
